When your WhatsApp Business API number goes live, Meta sets a broadcast limit of 250 unique recipients per 24-hour period. You can raise that limit by sending compliant campaigns to opted-in contacts and keeping a high quality rating.
First upgrade: 250 → 2,000 per day
To move from 250 to 2,000 unique recipients per day, send template messages to at least 1,000 unique opted-in contacts within 30 days while your quality rating stays green (high).
